Arthur Augustus Allen was born on 28 June 1856 in Bothwell, Tasmania, to Richard Allen and Julia Antoni, and was baptised there in November. As a young man, he took part in local events, including ploughing matches in which his family gained recognition. He also witnessed local inquests and signed community acknowledgments, reflecting his involvement in Bothwell's civic life.

Arthur married Adelaide Luckman in Bothwell in 1884, and they had five children - Gertrude, Maude, Lucy, Charles and Dennis. Sadly, Lucy died in childhood. Arthur was a farmer who inherited and acquired a number of properties in and around Bothwell, including land in Glebe, Schaw, Wilmot and Adelaide Streets.

Following Adelaide's death on 24 April 1901, Arthur married Ada Louisa Watson in Bothwell in 1905. He died on 2 April 1939, aged 82, and was buried at Bothwell Cemetery. Ada survived him by more than two decades, dying in 1962 at the age of 92, and was buried beside him.
